EXPEDITED REGULATORY AND CONSTRUCTION PERMITTING PLUS DESIGN, DRILLING, AND COMPLETION OF A CRITICAL SWD (LA)

In August 2018, a major oil company (one of the top 10 largest oil companies in the U.S.) contacted ALL to permit, design, drill, complete, and deliver a high-capacity (15,000-20,000 BWPD) SWD well in a highly contentious regulatory environment (Louisiana) on a 100 percent cost-plus turnkey basis. Compounding the complexity of the project, the location was within a greenfield operational area, and the well needed to be ready for injection within 120 days of project award. ALL utilized four distinct project delivery stages to allocate resources while simultaneously and collaboratively working to design, permit, drill, complete, test and make the well ready for injection within 119 days of project award.

FRESH AND PRODUCED WATER SYSTEM (OK)

An oil & gas operator acquired rights to over 100,000 acres in Oklahoma’s STACK play and needed the most cost-effective water delivery management system in place as soon as possible. ALL was chosen to design and build a dedicated freshwater network that would support the operator’s full development of their acreage position. Based on the acreage and general drilling plans, ALL prepared an infrastructure plan and estimate for a network comprised of multiple water sources, twenty-nine (29) lined storage impoundments, 120 miles of transmission pipeline, nine (9) booster pump locations, thirty-two (32) multiple access manifold locations, and approximately fifty (50) floodplain and river crossing permits. ALL managed multiple contracting teams to ensure the project was delivered on time and within the client’s budget.

FIELD ASSESSMENT, SITING, PERMITTING (WY)
MIDSTREAM WATER COMPANY (CONFIDENTIAL)
A large midstream water client acquired the rights to operate a comprehensive water management system in Wyoming. ALL was engaged to help identify and direct all aspects and timing of the development of the water management system into key development phases based on projected customer demand and cash flows. ALL analyzed the company’s goals to plan and implement a strategy to enter the market successfully. This included the initial siting and regulatory assessments; constructability evaluations; subsurface drilling, sampling, and testing programs; design of the facilities; and the preparation of permitting and regulatory packages for the State Land Office, State Engineer’s Office and Wyoming Department of Environmental Quality.

PERMITTING, DESIGN, CONSTRUCTION OF INTEGRATED PRODUCED WATER RECYCLING NETWORK (TX / WY)

An oil and gas operator (Permian Basin/West Texas) required the development of a produced water recycling and distribution system that would recycle and redistribute 45,000 barrels of water per day (BWPD) that could be used in their ongoing completions program in the most cost-effective manner. ALL was chosen to design, permit and construct this produced water recycling project and develop an aerated recycling impoundment system that created more than 1 million barrels (BBL) of water storage. In addition, ALL ensured maximum operational flexibility by creating a system where water could be recycled or diverted to an adjacent injection well when necessary. This optionality gave the operator more control of cost depending on the timing and schedule of their completions. After the successful construction and operations delivery of the facility, the client chose ALL to repeat the design, development, and delivery process in Wyoming. ALL modified the design in Wyoming according to their regulatory requirements by incorporating a synthetic clay liner into the design, while lowering overall capital costs.

HOLISTIC WATER MANAGEMENT PLAN DEVELOPMENT
FRESH AND PRODUCED WATER INFRASTRUCTURE (OK)

An international oil and gas production company acquired significant acreage in west central Oklahoma. Based on projected drilling and completion activities, they realized that they needed to develop a holistic water management program that gave them the most cost-effective water sourcing, delivery, recycling, and disposal program options. They turned to ALL to develop this comprehensive water management plan with their projected acreage development in mind. This plan included all aspects of permitting, regulatory negotiation, engineering design, and construction plans for freshwater acquisition and strategic placement of storage impoundments; pipeline routing based on projected well pad demand; and associated surface facilities able to handle 30,000 BWPD. This effort included all right-of-way (ROW) acquisition and operational design to manage water conveyance challenges based on pipeline diameter, distance and elevation changes.

PLANNING, PERMITTING, DESIGN AND CONSTRUCTION OF INTEGRATED PRODUCED WATER STORAGE, TREATMENT, RECYCLING AND DISPOSAL NETWORK (TX)

Based on this Operator’s leasehold acreage, aggressive drilling and completion plans, and projected water needs and produced water volume forecasts, ALL was hired to analyze all acreage development data and develop a comprehensive layout of the recommended infrastructure needed to source, store, treat, recycle, and convey both fresh and produced water streams within the projected system. This process included focused location selection, facility capacities, permitting requirements, timing, and sequencing of construction along with an ongoing capital forecast as the system was built. This E&P Operator in the Permian engaged ALL to collaboratively manage all aspects of a phased greenfield development for the water infrastructure needed to support their oil and gas asset development plans. In less than three weeks and two iterations, this ground-up effort resulted in the design and construction of two 1,000,000-BBL and one 2,000,000-BBL centralized treatment/recycling/disposal facilities, one 500,000-BBL storage facility, more than 45 miles of water gathering/transfer pipeline, and permitting of two Class II disposal wells. Additionally, ALL coordinated permitting, impoundment construction and water sourcing from local ranchers to have approximately 2 million BBL of water available within 8 weeks of project award to support the Client’s 2-well zipper frac completion schedule.

DEVELOPMENT OF WATER INFRASTRUCTURE PERMITTING, DESIGN AND CONSTRUCTION PLAN AND IMPLEMENTATION OF THE PLAN

ALL was approached by a midstream water company in the Permian to provide regulatory and permitting support, as well as the conceptual and detailed design for construction of multiple centralized water treatment and disposal sites and multiple supporting SWDs. ALL managed all of the required permit applications for multiple regulatory agencies on behalf of the Client, and successfully obtained all required permits. In addition, ALL developed the detailed designs for the required recycling impoundments and managed all aspects of the construction process, delivering all on schedule and on budget.
