Mr. Arthur is the Founder, President and Chief Engineer of ALL Consulting and has served as its President & Chief Engineer throughout the firm’s 25 year history. Dan also serves as the Vice President of Well Plugging Initiatives for CSR Services, Chief Technology Officers for True Methane Technologies and Carbon Offset Solutions, Vice President of Engineering for DynaVert Holdings, and Vice President of Sustainability for Verdant Technologies.  He is a registered Professional Engineer in 35 states, a Certified Petroleum Geologists through AAPG, Registered Professional Petroleum Engineer through SPE, a Fellow of the Geological Society, and a Qualified Measurement Specialist.  With over 40 years’ experience, Dan has completed projects throughout the United States and in 30 different countries outside of the US (e.g., New Zealand, China, Saudi Arabia, South Africa, Albania, Oman, etc.). 

He earned a Bachelor of Science Degree in Petroleum Engineering from the Missouri University of Science & Technology. Mr. Arthur started his career with Halliburton Services, worked as a Field Engineer for a small independent oil & gas company (Oklahoma City), and then served as a National Expert in the Underground Injection Control (UIC) Program while employed with the U.S. Environmental Protection Agency.  He then served as the Vice President of Upstream Services for a large international consulting company, where he performed a variety of environmental, water, and geoscience projects.  Upon starting ALL Consulting, Mr. Arthur built a multi-disciplinary firm that has completed projects on a world-wide basis.

He has presented and published hundreds of times on environmental geosciences issues, oil and gas, underground injection & water management, environmental issues, best practices, well abandonment & site reclamation, and a variety of other topics. Dan is a recognized expert on a broad variety of issues and has had multiple appointments from government and industry throughout his career.  Additionally, Mr. Arthur has been an expert witness on more than 2,000 Dockets and more than 100 litigation cases throughout the United States on a variety of issues and topics.  He is a member of the American Association of Petroleum Geologists, where he has helped lead multiple conferences and done several webinars and training events.  He is also a member of the Society of Petroleum Engineers, National Association of Forensic Engineers, the Geological Society, the Ground Water Protection Council, the American Society of Civil Engineers, the National Society of Professional Engineers, the Petroleum Historical Institute, the Nature Conservancy, the Tulsa Geological Society, and others.
