Senior Environmental and Energy Consultant
Mr. Winter is a senior environmental and energy consultant with ALL Consulting and has over 20 years of experience that includes working with the U.S. Army Corps of Engineers (USACE), the U.S. Department of Energy (DOE), the U.S. Forest Service, and other federal and commercial/industrial clientele. Projects have included environmental site assessments, environmental audits, ecological restoration, wetland delineation, Waters of the U.S. evaluation, National Environmental Policy Act (NEPA) analysis, risk assessment, remedial investigation, endangered and threatened species surveys, oil and gas produced water projects, and feasibility studies. Mr. Winter is a Certified Wetland Biologist who has performed delineation and permitting requirements as established under the Clean Water Act, Section 404. Mr. Winter is also a Certified Professional auditor who has overseen many of oil & gas acquisitions.
